Quick answers.
- Does an 'On Hold' status mean my reimbursement was denied?
- No. In Step Up's handbook, 'On Hold' means the request requires additional documentation or revisions. A denial is a separate final status that requires an appeal.
- How long do I have to upload documents for an on-hold request?
- Step Up's handbook states that parents have 30 days to provide the requested missing documentation. If documentation is not submitted within that window, the request is denied.
- Does fixing an on-hold receipt restart the 60-day review period?
- Yes. The PEP Family Handbook states that when a request is placed on hold pending revisions, “the sixty (60) day review period starts over when the requested information is received.”
- Should I click the Appeal button if my claim is on hold?
- No. The Appeal button is only for denied requests. For an on-hold claim, you upload the requested document directly into the existing request in EMA.
What 'On Hold' really means.
When you log into the Education Market Assistant (EMA) and see a reimbursement status change from Submitted or In Review to On Hold, take a breath: your request is not denied.
Under Step Up's official definitions:
- On Hold: The reimbursement request requires additional information, documentation, or revisions from the parent.
- Step Up sends an automated notification email detailing exactly what document or correction was flagged by the review team.
With the October 31, 2026 prior-year claim cutoff approaching, many families fear an on-hold tag means they have missed the deadline. However, as long as the original request was submitted into EMA before the cutoff date, you remain eligible to resolve the hold.
For full timeline context, review our PEP reimbursement deadline checklist.
The 30-day clock: how long you have to respond.
Step Up's 2026–27 PEP Family Handbook sets a firm deadline for on-hold responses:
- Parents have 30 days from the date Step Up requests additional documentation to provide the requested files in EMA.
- If the requested documentation is not submitted within 30 days, Step Up's guidelines state that the reimbursement request will be denied.
When you supply the missing paperwork, keep in mind how review queues function: Step Up's handbook notes that when a request is placed on hold pending revisions, “the sixty (60) day review period starts over when the requested information is received.”

The 4 most common reasons for an on-hold flag.
Step Up processors review hundreds of receipts daily. The vast majority of holds stem from four specific documentation gaps:
- Unclear proof of payment: Uploading an invoice showing an amount due without verifying that payment cleared. Invoices must show a zero balance, a paid stamp, or be accompanied by a card statement showing the last four digits. Review our detailed guide on proof of payment requirements.
- Missing itemization: Submitting cash register receipts or order confirmations that show total dollar amounts but lack itemized titles describing the learning materials.
- Missing delivery fulfillment: For physical materials ordered online, Step Up requires documentation confirming items were actually delivered, not merely ordered.
- Tutor credentials or hours: For instructional services, invoices must clearly list the instructor's credentials, dates of service, and hourly breakdown.
Step-by-step: uploading your fix in EMA.
Never click the "Appeal" button to resolve an on-hold request. The Appeal button is reserved strictly for denied claims; see our guide on the Step Up 30-day single appeal rules if your claim has already received an official denial.
To resolve a hold properly inside the portal:
- Check the email notice: Open the notification email from Step Up to read the reviewer’s exact note (e.g., "Please provide proof of payment showing funding source").
- Log into EMA: Navigate to the Reimbursements tab on your left-hand menu. For an overview of portal navigation, see how EMA works.
- Locate the claim: Click on the specific request displaying the On Hold status.
- Upload supporting files: Attach the requested PDF or legible photo under the additional documents section.
- Resubmit: Confirm that the status updates to acknowledge your submission.
Catch missing invoice details before you upload.
The Florida PEP Tracker checks your receipts for proof of payment, line-item descriptions, and seller details on your device.
