Finding a provider for Florida PEP.

Parents often ask for a Step Up for Students provider list. Step Up keeps its lists in a few different places, depending on whether you need a service or a product. Here’s where each one lives, how paying a provider directly works, and what to do if your provider isn’t listed, checked against Step Up’s own pages on October 23, 2026.

For Florida PEP families whose scholarship is managed by Step Up for Students. AAA Scholarship Foundation publishes its own rules. Quick answers.

Does Step Up for Students have a list of providers?
For services, the list is inside EMA: Step Up’s FAQ says to log in, click Marketplace, and choose Find Providers, where you can search by name, email, website, or location. For products, Step Up’s public Vendor and Product Information page lists MyScholarShop vendors and can be filtered to PEP.
How do I find a provider in EMA?
Step Up’s FAQ lists the steps: log in to EMA, click Marketplace on the left menu, choose Find Providers, select your student, then filter or search. Add the service to your cart, click Reserve Funds, and then call the provider to schedule services.
Is there a Step Up for Students provider list PDF?
The PDF Step Up links for providers is its Service Categories Chart, which lists the types of services each scholarship covers, not named providers. The Step Up pages we read point families to Find Providers in EMA to look up actual providers.
Where is the Step Up for Students vendor list?
Step Up’s FAQ says each supplier’s contact information is available through its vendor directory, the Vendor and Product Information page. It shows each MyScholarShop vendor’s website, return policy, and support contact, with a Vendor Type filter that includes PEP.
Can Step Up pay a PEP provider directly?
Yes, for providers set up for it. The PEP handbook says providers who want direct payment must set up an account in EMA and submit a service catalog, and that payment directly to a provider may only be approved after the service has been rendered.

The short version.

  • Services (tutoring, classes, programs): look in EMA → Marketplace → Find Providers. You need to be logged in.
  • Products sold in MyScholarShop: Step Up’s public Vendor and Product Information page lists the vendors, with a filter for PEP.
  • The provider PDF Step Up links is a chart of service types by scholarship, not a list of named providers.
  • Paying a provider directly works only for providers set up in EMA, and only after the service has been rendered.
  • Provider not listed? You can pay yourself and request reimbursement if the expense is eligible, but cash paid to private tutors or therapists not affiliated with a company is denied.

Where Step Up lists providers.

Step Up doesn’t keep one combined list. Which place you check depends on what you’re looking for.

You’re looking for Where Step Up lists it
A service provider, such as a tutor Find Providers, inside the EMA Marketplace (log in required)
A product vendor in MyScholarShop The public Vendor and Product Information page
Which kinds of services PEP covers The Service Categories Chart PDF on Step Up’s provider page
An approved online or virtual provider The FLDOE list of approved providers that the purchasing guide links

The PEP handbook calls the EMA Marketplace “an online store and service finder” with two parts: MyScholarShop for eligible instructional materials and curriculum, and Find Providers, which “allows you to purchase services, such as tutoring, from pre-approved vendors.” The purchasing guide’s version of the same sentence says “such as tutoring and therapy.” For more on the Marketplace itself, see what EMA is.

For part-time or Hybrid private schools, the handbook points to the Florida Private Schools Directory instead. See PEP for private school, college, and VPK.

How to search Find Providers.

Step Up’s FAQ lists these steps:

  1. Log in to your EMA account.
  2. Click Marketplace on the left menu.
  3. Choose Find Providers.
  4. Select the student you’re shopping for.
  5. Use filters or search by name, email, website, or location. Click a provider’s name to see their services and locations.
  6. Select the service, choose a quantity, and click Add to Cart.
  7. Go to your cart and click Reserve Funds.
  8. Call the provider to schedule services.

The FAQ adds that you’re welcome to reach out to a provider directly “to make sure they’re the right fit for your student.” Step Up decides which providers are listed; this site doesn’t keep its own provider list or recommend anyone.

The vendor directory.

Step Up’s FAQ answers “How can I contact a supplier?” by pointing to its vendor directory: “Each supplier’s contact information is available online.” That directory is the Vendor and Product Information page. Each entry shows the vendor’s website, a short description, its return policy, and how parents can reach it for support. A Vendor Type filter lets you narrow it to PEP.

This directory covers product vendors in MyScholarShop, not tutors or other service providers. For how MyScholarShop orders and returns work, see the MyScholarShop guide.

The service categories chart.

The PDF linked from Step Up’s provider page is titled “Eligible Services Per Scholarship Type.” It shows which Marketplace service categories each scholarship covers, the EMA account type a provider needs, and whether the service is in person or virtual. It doesn’t name any providers.

Step Up’s provider page marks these service provider types as open to PEP:

Service provider type Eligible programs listed
Choice Navigator FES-UA, FTC, FES-EO, PEP
Electives FES-UA, FTC, FES-EO, PEP
Eligible Post-Secondary Institution FES-UA, FTC, FES-EO, PEP
Eligible Private School (part-time students) FES-UA, PEP
FLDOE Approved Virtual Instruction Program (VIP) Providers and FLDOE Approved Online Course Providers FES-UA, FTC, FES-EO, PEP
Full-Time Tutoring FES-UA, PEP
Home Education Program/Home Education Instructional Program FES-UA, PEP
Part-Time Tutoring FES-UA, FTC, FES-EO, New Worlds, PEP
PEP Hybrid Eligible Private School PEP
Physical Education FES-UA, FTC, FES-EO, PEP
Pre-Apprenticeship Program FTC, FES-EO, FES-UA, PEP
Contracted Public School Services FES-UA, FTC, FES-EO, PEP
Testing and Assessments FTC, FES-EO, FES-UA, PEP

About therapy. The same page lists Specialized Services, Horse Therapy, and Music and Art Therapy for FES-UA only, and the handbook’s Appendix A marks specialized services (such as applied behavior analysis and speech-language pathologist services) in the FES-UA column, not the PEP column. The purchasing guide’s Find Providers sentence mentions therapy. These pages are worded differently, so if you’re looking for therapy with PEP funds, ask Step Up or submit a pre-authorization request before you pay. For what each page says about speech, occupational, and ABA therapy, see therapy services and PEP. For how PEP and FES-UA differ, see PEP vs FES-UA.

Direct pay vs reimbursement.

The handbook lists three ways to spend scholarship funds: direct billing for services such as tutoring through Find Providers, buying products through MyScholarShop, and paying out of pocket for eligible expenses and requesting reimbursement.

Direct pay. Under “Direct Payment For Services,” the handbook says providers who want to take direct payment “must set up an account in EMA and submit a service catalog,” and that “requests for payment directly to a provider may only be approved after the service has been rendered.” Step Up’s provider page adds that businesses need a Business Account to receive direct payments, and that “all payments are issued to the Business Account, not to individual employees.”

Reimbursement. If a provider isn’t set up for direct pay, you can pay for an eligible service yourself and submit a reimbursement request in EMA with the invoice and proof of payment. The PEP reimbursement guide covers the documents, and using PEP for tutoring covers what a tutor’s invoice needs.

Before you pay, the handbook asks you to check two things: that the expense is eligible under the purchasing guide or Appendix A, and that your student’s available balance covers it.

If your provider isn’t listed.

  • Cash to private sellers. The handbook says reimbursement requests for cash purchases “from private sellers that are not affiliated with a company or institution,” and it names private tutors and private therapists, will be denied.
  • Where the service happens. The handbook says services must be delivered in Florida, except credentialed providers who can work virtually, such as tutors and Choice Navigators.
  • No money back to you. The purchasing guide says parents and guardians may not receive any payment, refund, or rebate of scholarship funds from a vendor or provider.
  • Suggest a provider. Step Up’s FAQ says that if you’d like to suggest an item or provider that isn’t currently available, you can submit it for review.

Keep every provider payment in one place.
The Florida PEP Tracker keeps each student’s purchases, statuses, and balance together, checks receipts and invoices before you upload them, and can add any deadline to your calendar.
One payment, no subscription: $49 for one student or $69 for a family. See pricing.
